2010 Tournament Rules
TOURNAMENT RULES:
General:
Who is eligible?
- STANDARD DIVISIONS: Club teams only. Competitive Travel - NO Elite/Select or All-Star Teams.
- PRESIDENT CUP QUALIFIER DIVISIONS: - Refer to the President Cup Eligibility Page on Our Website (click here)
- Team must be registered with their State or National organization.
- Players must possess a current USYSA player pass or approved national pass.
- A maximum of 3 guest players is permitted.
Guest players must have approved player passes at final registration.
- A maximum 3 guest players is permitted for u08 - u16 and a maximum 4 guest players are permitted for U17 - Open Divisions."
* President Cup Qualifier Exception: NO GUEST PLAYERS ALLOWED
- U11 and U12 will have the option to play small-side format of 9 v 9
- Following NYSWYSA rules, U10 divisions are non-competitive.
Men Open / Women Open:
- Boys: U8 U9 U10 U11 U12 U13 U14 U15 U16 U17 U19 Open
- Girls: U8 U9 U10 U11 U12 U13 U14 U15 U16 U17 U19 Open
Dependant upon tournament registration, it maybe necessary to combine an age group or cancel an age group from tournament play. Every effort will be given to provide adequate communication to the teams affected within no less than one week prior to the tournament start.
Entry Fee:

U11 – Open:$ 350 ($ 300 for U8-U10) – (U.S. funds) – once a team is accepted, the entry fee is non-refundable.

US / International Teams:
Registration:

Initial registration will be Saturday July 31, 2010 from 7:00 am - 2:00 pm. Teams playing on Friday July 30, 2010 can register that day starting at 5:00pm.

Players may not be registered or play for more than ONE team during the tournament regardless of Age, Gender, or level of play. Teams identified as breaking this rule will be dismissed from the tournament and no refund (partial or full) will be issued.

Coaches must register at least 45 min. prior to their first game.
Games Rules:
All games need a winner! FIFA and NYSWYSA laws are in effect, with the exception of Law VI(linesman) and except as provided within these tournament rules:

Player passes and a roster will be collected and held by the tournament committee (Field Marshal) at every game.

When possible, both teams will occupy one side of the field and all spectators on the other.

The”Home Team” is listed first on the schedule and is responsible for uniform color change in the event of uniform color conflict.

The “Home Team” will also be responsible for providing the game ball.
-
No spectators are allowed on the bench side of the field.
-
Coaches are responsible for the conduct of themselves, their assistants, players, and spectators.
Team Roster Sizes:
-
U09/U10 - 14 per roster; 7 v 7 during game; Maximum of 3 guest players; Minimum 3 games
-
U11/U12 small-sided 18 per roster; 9 v 9 game format; Maximum of 3 guest players; Minimum 3 games

U13 to U16 - 18 per roster; 11 v 11 game format; Maximum of 3 guest players; Minimum 3 games

U17 to U23 - 22 per roster (only 18 can play per game); 11 v 11 game format; Maximum of 4 guest players; Minimum 3 games

Player Equipment:
-
Players are required to wear shin guards, and proper uniforms to coincide with FIFA, USSF, and NYSWYSA guidelines. No jewelry shall be worn by any player during match play.
Officials:
-
Three (3) officials per game will be used for all U11 and above games; one (1) referee plus two (2) assistant referees. One (1) Official will be used for u09/U10 games.

The referee has sole jurisdiction over the game.

The offending team regardless of score or time left will forfeit any games abandoned by the referee due to conduct of any person (player, Coach, Spectator). The forfeit scoring will follow the forfeit rules as stated in “Scoring”

The Officials will record and report the score of all games (except U10). Scores will then be reported to the Main tent via scorecard and then recorded on the scoreboards. Red cards and sideline ejections will also be recorded.
Game Length:
-
U8-U10 games will be 50 minutes (2 halves @ 25 min.). U11-Open games will be 60 minutes (2 halves @ 30 min.)

There will be a five-minute interval between halves.

In the event of a tie at the end of regulation play, FIFA penalty kicks will take place immediately to determine a winner.

All U8-U10 games will end with penalty kicks regardless of the final score. Three (3) players from each team will participate; these players must have been on the field at the end to regulation match play to be eligible.
Scoring:
-
Scoring will not be held for all U8-U10 Divisions
-
3 points for regulation win; 2 points for shoot-out win; 1 point for shoot-out loss; ½ point for a shutout (winning team only).

A team receiving a red card: (–1) point from final points standing (for each red card recieved).

In the event of a tie in a group, the tiebreakers will be determined as follows:
-
All divisions (except U10) must have a winner.
-
In the case of a team that is considered a no show, forfeit or cancellation, a score of 3-0 (3 points) will be awarded to the winning team.

Game Overtime - Penalty Kicks (U11 – U23): The game winner will be rewarded a one (1) goal difference regardless of how many goals were scored in the penalty kick tiebreaker. This will be the Final Recorded Game Score.

Goal differential will be determined by the Final Recorded Game Score
Substitutions:
-
Unlimited substitutions are permitted at the start of the half, on either team's throw-in, preceding goal kicks, following the scoring of a goal, or following the injury of a player.
Fouls & Misconduct:
** Exception: A red card for will result in a (-1) one point deduction from the point standings for each Red card awarded. (SEE SCORING) Also a violent red card (Hard Red) will warrant either a two game suspension or disqualification from further play in the tournament as determined by the Tournament Director and Committee.

Coaches: Any coach ejected will not participate in any remaining games for that team.

Spectators: Any spectators asked to leave, will be removed from all tournament sites for the duration of tournament.
Inclement Weather / Schedule Changes:

Coaches and players must appear on the field, ready to play, regardless of weather conditions, unless advised by the tournament committee. Only the referee or tournament committee may cancel or postpone a game due to weather. In cases of inclement weather before the game, the tournament committee may reschedule games, locations of the game, delay it, or shorten the length.

It is the responsibility of each coach to check at the main tent periodically for any changes, at the end and the beginning of each day. Every attempt will be made to contact each team based on the contact phone number given at registration.

Any rescheduled games that are missed will be recorded as a forfeit.
